MABE's legislative activities during the Special Session of 2011 focused on alerting the Governor and members of the General Assembly to our legislative priorities in anticipation of the regular 2012 Session. More information on MABE's 2012 Legislative Priorities is provided below, including a brief PowerPoint presentation focusing on the call for legislation to make Maintenance of Effort the local funding floor.

In addition, MABE's advocacy efforts continue through the "Interim", or nine months of the year when the General Assembly is not in session. 2011 Interim updates and materials on legislative and regulatory issues are provided below. More detailed information on the regulatory actions of the State Board of Education is available in the Monitor.

The 2012 Session will begin on Wednesday January 11, 2012 and end on Monday April 9, 2012 (sine die at midnight).  MABE testimony on legislation pending before the 2012 Session of the Maryland General Assembly will be available as bills are introduced and hearings are scheduled.

Labor Relations Board Legislation
MABE opposed SB 673/HB 1243 in 2009. An amended version of SB 673 nearly passed in 2009 and MABE anticipates the reintroduction of this legislation in 2010 to create a new labor relations board to make binding arbitration decisions on teacher pay raises and other contract issues.
